Phlegg can be found along the Lower Eloh Creek, on the bane side. He is one of the overseers carrying the datapad for the mission Snipe Hunt.
You also need to kill him as part of the Wilderness Targets of Opportunity objective "Kill all 6 Thrax Officers".
