Bug! This mission is known to fail to complete. It will be marked as complete in your log, but when you try to turn it in the mission window repeatedly comes back up. The only solution is to abandon the mission and do it over again. Fortunately since it's a delivery mission and you can use the teleporters it's not that bad.
