Electric is the only option for netguns until 21, when netguns that do fire and ice damage become available.
The Net Gun uses rockets for ammo. They do a combination of hold and damage over time (DoT). The damage listed in the weapon's tooltip is per tick. In short, this is an extremely deadly weapon! It does have it's downsides, however. A net gun holds only 3 rounds and reloads relatively slowly. Additionaly, they have a tendancy to overheat quickly when in steady use. They are best used to keep opponents from charging or fleeing or to apply damage over time while attacking with another weapon.
These are exceptionally powerful when used by or against melee-only (or even primarily melee) creatures. Used by them (such as spies with their blade weapons), it prevents enemies from fleeing; used against them, it will prevent them from ever getting close enough to deal any damage with their main weapon.
Net guns' effects are independent of each other; that is to say, a creature too large to be held by the net (i.e. Kael) will still take damage, those immune to the type of damage given (i.e Warnets against electric nets) will still be held.
