Due to the location of its' exit, it can only be reached by passing through another instance, Ustor Yard.

[edit] Walkthrough

The mission One Way Trip can be obtained outside in Camp Resistance, all other missions are started and completed inside the instance. Read up on One Way Trip once you locate the wormhole, as failing the final timed segment requires you to go back outside to Camp Resistance, run all the way through Ustor Yard again, and then reclear Maligo Base.
