Fabrication is the act of creating items using a schematic and (usually) fabrication components.

Most fabrication components can be created using fabrication and other components. This requires no specific skill or level.

Ammunition, Grenades and Med Packs can be created, but require levels in the appropriate engineering skills.

Armor paint can also be created using fabrication. Like components, no skill is required. Unlike other fabrications, the components used are Pigment and Bonding Agent.
