Eloh Temples is one of the instances in Concordia Palisades. Unlike most instances, it is made up of several separated areas with their own entrances and requirements.
Each of the four areas has a single mission associated with it. The first three missions each require the completion of a sequence of quests throughout the Palisades before they are given. If the wardens are not talking to you then you most likely have not completed one of these quests. The fourth section, Temple of the Patriarch Protector, requires completion of the first three before it is available.
